It is estimated that around 75% of clients at residential rehab programs for drug and alcohol addiction are smokers. While it is true that nicotine is an addictive substance and people in any sort of treatment for addiction should endeavor to be free from all addictive substances, this can present problems that make enforcing a smoking ban outweigh the benefits of this restriction.
