The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government department responsible for health efforts to promote the mental health of the nation. One of its obligations is the oversight of opioid rehabilitation programs, which are programs that provide medication-assisted treatment (MAT) to individuals who are in the midst of opioid addiction and dependency. Medicine given are drugs such as methadone, buprenorphine and other drugs which stop curb cravings and withdrawal for opioid addicted individuals. SAMSHA certified opioid treatment programs in San Bernardino are programs which are legally allowed to dispense the medicines used in MAT being they maintain their certification and always maintain the necessary requirements. A requirement that MAT clients must also receive ancillary services in addition to medication such as psychotherapy, behavioral therapy or counseling.

In addition, they must register with the Drug Enforcement Administration through a local DEA branch. Once an opioid treatment facility is certified, they need to get re-certified each year or every 3 years contingent upon the type of accreditation that was granted.
