The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government department responsible for health efforts to advance the behavioral health of the nation. One of its responsibilities is the supervision of opioid treatment facilities, which are programs that provide medication-assisted treatment (MAT) to people who are experiencing opioid addiction and dependency. Drug given are drugs such as methadone, buprenorphine and other drugs which help curb cravings and withdrawal for opioid dependent clients. SAMSHA certified opioid treatment facilities in Baxter are programs who are officially allowed to distribute the medications used in MAT being they maintain their certification and continue to meet certain requirements. One of these requirements is that MAT clients must also get auxiliary services in addition to medication such as counseling or behavioral therapy.

An opioid treatment facility can receive basic approval documentation while working towards becoming fully accredited, but must become fully accredited within a year. Opioid treatment facilities authorized by SAMSHA must be licensed by the state in which they operate. In addition, they need to list themselves with the Drug Enforcement Administration through a local DEA office. Once an opioid rehabilitation facility is certified, they need to get re-certified every year or every 3 years depending on the type of accreditation that was granted.
