When a person in Houston needs substance abuse treatment but doesn't have health insurance or the money to pay for the recovery program in full, the Access to Recovery Voucher is possibly an option to look into. ATR is a federally-funded program which provides the means for individuals to access treatment facilities and services including inpatient programs, intensive outpatient, regular outpatient, counseling, continuing care, life coaching and recovery support, vocational training, skills building, and transportation assistance. The ATR grant program provides individuals with vouchers to purchase rehabilitation and recovery support services for addiction disorders at the provider of their choice. To be eligible for ATR clients must meet certain criteria, including: 1) be at least 18 years of age, 2) have a history of substance use or abuse, 3) have a yearly income that is less than 200% of the Federal poverty level, and 4) reside in the counties or jurisdictions that provide ATR.
People interested in the Access to Recovery Voucher can consult with ATR Service Coordinators in their area. If the person's initial choice of program or facility isn't working out, they can work with their ATR coordinator to locate one that best fits their needs and that accepts the ATR.
