It is estimated that approximately 75% of clients at residential rehab centers for drug addiction and alcoholism are smokers. While it is a fact that nicotine is an addictive substance and people in any sort of treatment for addiction should endeavor to be free from all addictive substances, this can introduce problems that make enforcing a smoking ban outweigh the advantages of this restriction. A person who is addicted to a substance that could very well kill them immediately might not get help if they must quit smoking cigarettes, so many programs in Peru allow smoking with some limitations, restrictions and in designated areas.

Publicly funded substance abuse rehab centers are bound by the rules and restrictions in regards to smoking that are imposed by state and federal agencies which oversee and administer these programs. Private rehab facilities have a little more tolerance and don't have as many rules imposed on them, so may be more likely to offer designated areas for smoking.
