The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency in charge of health efforts to promote the behavioral health of the United States. One of its duties is the oversight of opioid treatment facilities, which are programs that offer medication-assisted treatment (MAT) to people who are experiencing opioid addiction and dependency. Medicine administered are drugs such as buprenorphine, methadone, and other drugs that stop withdrawal and curb cravings for opioid addicted individuals. SAMSHA certified opioid rehabilitation facilities in Cairo are programs that are officially allowed to dispense the medications used in MAT being they remain certified and continue to meet certain requirements. One of these requirements is that MAT clients must also get ancillary benefits aside from medicine such as counseling or behavioral therapy.

An opioid treatment facility can receive initial approval documentation while working towards becoming fully accredited, but must become fully accredited within a year. Opioid treatment facilities authorized by SAMSHA must be licensed by the state in which they operate. Likewise, they need to list themselves with the Drug Enforcement Administration through a local DEA branch. Once an opioid rehab program is certified, they need to get re-certified each year or every 3 years depending on the type of accreditation it has been granted.
