Clients referred from the court for substance abuse treatment are most commonly referred because they are being given a chance to try their hand at rehabilitation in lieu of jail time, other charges, fines, etc. While this is more prevalent with first time offenders, it can be offered at any time such as while someone is already incarcerated.
