The military currently uses a military insurance known as Tricare to help veterans, active military members and their families receive health benefits. There is Tricare Prime, Tricare Standard, and Tricare Extra. Tricare Standard provides benefits for retirees of the military who are 60 years of age or older and their qualified family members. With Tricare Standard they go to any non-military health care provider that is payable under Tricare, but also pay yearly deductible and coinsurance, in addition to any out-of-pocket expenses. Tricare Extra is available for Tricare Standard beneficiaries which allows access to civilian health care providers within their provider network, with a discounted coinsurance amount. Tricare Prime is available to all active-duty members, retirees, and all eligible family members, and with this they can choose a primary doctor and obtain referrals to organizations that provide specialty care.
By way of TRICARE, military members can obtain substance abuse treatment services in Hilo. This includes detoxification, individual and group therapy including family therapy, and other various treatment services. They will need pre-authorization for treatment and there will most likely be some restrictions. Military insurance covers both inpatient and outpatient, but inpatient services for detox are restricted to no more than 7 days. Partial hospitalization or impatient treatment following detox will only be authorized if it is a Tricare approved facility, and there are time restrictions as to how long military members will be permitted to remain in treatment. A 3-week inpatient stay per benefit period is commonly permitted. In additional to this, there are 15 family therapy sessions and 60 group therapy sessions covered per benefit period, which occur on an outpatient basis. Family therapy is covered one after the active military member has completed prior rehabilitation services such as outpatient or inpatient treatment.
