When a person in Council Bluffs needs substance abuse treatment but doesn't have private health insurance or the funds to pay for the recovery program in full, the Access to Recovery Voucher is an alternative to consider. ATR is a federally-funded plan which provides the means for individuals to access addiction treatment programs and services including inpatient, intensive outpatient, regular outpatient, counseling, continuing care, recovery and life coaching, vocational training, skills building, and transportation assistance. The ATR grant program allows individuals with vouchers to acquire rehabilitation and recovery support services for drug abuse disorders at the provider of their choice. To be eligible for ATR clients must fulfill certain requirements, including: 1) be at least 18 years of age, 2) have a history of substance abuse and addiction, 3) have a yearly income that is below 200% of the Federal poverty level, and 4) reside in the counties or jurisdictions that provide ATR.
Individuals interested in the Access to Recovery Voucher can contact ATR Service Coordinators in their area. If the person's initial choice of program or rehab center isn't working out, they can work with their ATR coordinator to locate one that is and that accepts the ATR.
