ATR is a federally-funded plan which makes it possible for qualified people to access treatment programs and services including inpatient programs, intensive outpatient, regular outpatient, continuing care, counseling, life coaching and recovery support, skills building, vocational training, and transportation assistance. The ATR grant program allows individuals with vouchers to purchase treatment and recovery support services for substance use disorders at the provider of their choice. To be eligible for ATR individuals must meet certain criteria, including: 1) must be 18 years or older, 2) have a history of substance use or abuse, 3) have an annual income that is less than 200% of the Federal poverty level, and 4) reside in the counties or jurisdictions that provide ATR.
