While smoking is   associated with substance abuse in many ways, some facilities believe that imposing total cessation during rehab can cause bigger issues than it is worth by enforcing a smoking ban. Enforcing a ban on smoking can cause premature ending of treatment, or worse a hesitancy to even start treatment. Some studies show that allowing people smoking privileges while in rehab, especially in the early stages of recovery, is often a way for individuals form a bond with their peers and the rehab staff they're there with.
