Treatment clients referred from the court for drug or alcohol rehabilitation are most commonly referred because they are being given a chance to try their hand at treatment instead of jail time, other charges, fines, etc. Although this is most common among first time offenders, it can occur at any time including while the defendant is being held in jail.
