The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency in charge of health efforts to promote the mental health of the nation. One of its responsibilities is the administering of opioid rehab facilities, which are programs which provide medication-assisted treatment (MAT) to clients who are experiencing opioid dependency and addiction. Medicine prescribed are drugs like buprenorphine, methadone, and other drugs which stop curb cravings and withdrawal for opioid dependent people. SAMSHA certified opioid treatment programs in Cuba are programs who are officially permitted to distribute the medicines used in MAT being they maintain their certification and continue to meet certain requirements. One of these requirements is that MAT individuals must also get auxiliary benefits in addition to medication such as psychotherapy, behavioral therapy or counseling.

An opioid rehab facility can get their basic approval documentation while working towards becoming fully accredited, but must become fully accredited within a year. Opioid rehab facilities accredited by SAMSHA must be licensed by the state in which they operate. Likewise, they must register with the Drug Enforcement Administration via a local DEA branch. Once an opioid rehabilitation program is certified, they need to get re-certified each year or every 3 years contingent upon the type of accreditation it has been given.
