ATR is a federally-funded plan which provides the means for qualified people to access addiction treatment facilities and services including inpatient programs, regular outpatient, intensive outpatient, continuing care, counseling, life coaching and recovery support, vocational training, skills building, and transportation assistance. The ATR grant program allows individuals with vouchers to acquire rehabilitation and recovery support services for substance use disorders at the provider of their choice. To qualify for ATR clients must meet certain requirements, including: 1) must be 18 years or older, 2) have a history of substance abuse and addiction, 3) have an annual income that is below 200% of the Federal poverty level, and 4) reside in the counties or jurisdictions that provide ATR.
