The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency in charge of health efforts to advance the behavioral health of the United States. One of its responsibilities is the supervision of opioid rehabilitation programs, which are programs which offer medication-assisted treatment (MAT) to clients who are experiencing opioid addiction and dependency. Drug prescribed are drugs such as methadone, buprenorphine and other drugs that help curb cravings and withdrawal for opioid addicted people. SAMSHA certified opioid treatment programs in Moscow are programs which are legally permitted to distribute the drugs used in MAT as long as they remain certified and always maintain the necessary requirements. One of these requirements is that MAT clients must also receive ancillary benefits in addition to medication such as psychotherapy, behavioral therapy or counseling.

An opioid rehabilitation center can get their initial certification while working towards becoming fully accredited, but must become fully accredited within a year. Opioid rehabilitation facilities authorized by SAMSHA must be licensed by the state in which they operate. Likewise, they must register with the Drug Enforcement Administration through a local DEA branch. Once an opioid rehabilitation center is certified, they need to get re-certified every year or every 3 years depending on the type of accreditation that was granted.
