Treatment clients referred from the court for drug or alcohol rehabilitation are typically referred because they are being granted a chance to try their hand at rehab rather than face jail time, other charges, fines, etc. Although this is most common with first time offenders, it can be offered at any point such as while the person is already incarcerated.
