The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency responsible for health efforts to promote the mental health of the U.S.. One of its duties is the administering of opioid rehab programs, which are programs which offer medication-assisted treatment (MAT) to clients who are in the midst of opioid dependency and addiction. Medications prescribed are drugs like methadone, buprenorphine and other drugs which help curb cravings and withdrawal for opioid dependent clients. SAMSHA certified opioid rehabilitation programs in Cuba are programs that are officially allowed to distribute the medications used in MAT being they remain certified and continue to meet certain requirements. A requirement that MAT individuals must also get ancillary services in addition to medication like counseling or behavioral therapy.

An opioid rehab center can receive initial certification while working towards becoming fully accredited, but must become fully accredited within a year. Opioid rehab facilities authorized by SAMSHA must be licensed by the state in which they operate. In addition, they must register with the Drug Enforcement Administration through a local DEA office. Once an opioid treatment center is certified, it must be re-certified each year or every three years depending on the type of accreditation it has been given.
