When a person in Hagerstown needs substance abuse treatment but doesn't have private health insurance or the funds to pay for the recovery program in full, the Access to Recovery Voucher is an option to consider. ATR is a federally-funded plan which provides the means for individuals to access addiction treatment facilities and support including inpatient programs, regular outpatient, intensive outpatient, continuing care, counseling, recovery and life coaching, vocational training, skills building, and transportation assistance.
