This could mean finishing school, getting employment, etc.

Halfway Houses in Washington are run by people who in many cases were once occupants of the house. The length of time a person is permitted to remain at the Halfway House will differ, but it's typically anywhere from a month to a couple of years. Tenants are required to comply with drug and alcohol testing before entering the house, and this testing will happen intermittently to ensure there isn't any substance use in the house or substance abuse issues that would be more adequately handled in an alcohol or drug recovery program.
