While it is true that nicotine is addicting and people in rehab for addiction should strive to be abstinent from all addictive substances, this can present problems that make enforcing a non-smoking facility outweigh the advantages of such restrictions. Private rehab programs have a bit more tolerance and don't have as many rules and restrictions imposed on them, so they be more likely to offer designated areas for smoking.
